Make sticky navbar optional

Currently, I made the navbar stick to the top as the default behavior. It would be better to make it optional by having a key for it in a config file like isNavSticky.

Also when the navbar is not sticky, it should disappear when scrolled down but should appear instantly when scrolled up. (Only when the navbar is on top).

Put even space between skill icons on the site.

They both are using same shortcode yet there is alot of spacing diff between them also, the second image part doesn't look too good on small devices. A little bit padding can improve a lot and make it clear as well.
