Metadata warning is logged when Pacemaker starts

These errors show up in our logs when the fence_delay agent is active. It doesn't seem to impact the normal operation of the agent or the cluster.

Error when `log_level = 2` and `quiet = 0`

With this configuration, the agent outputs invalid XML with the metadata op:

This is likely caused by the agent putting some debugging information on STDOUT before the metadata is sent.
