Bedrock Is 100% Unbreakable

Bedrock is meant to be unbreakable. but they are several tricks out there that make it possible to break bedrock. Breaking bedrock is very useful for accessing areas such as the nether ceiling, a flat surface of bedrock, where the most efficient farms, and the best transportation routes can be made.
Minecraft has not tried to patch these tricks.
When I tried to break the bedrock in the server, after some practice in a testing world, I reached the conclusion that the server has preventing the bedrock from being broken. I did serveral tests and nothing. [https://gaming.stackexchange.com/questions/179274/why-cant-i-break-bedrock-on-my-spigot-server]
I believe this issue will be hard to fix, but it might be possible.

Add Frog Resource Pack

This is a feature which some users wanted and was given the go-ahead by @pyxld-kris to be put into the server.

Some Info:
Servers which use a set resource pack need an available download link to the .zip file. We shouldn't just set the server resource pack to this frog one because we will add additional textures/resources in the future. Therefore we will need to host this resource pack somewhere, whether that be on Github, a DevLaunchers server, or some a hosting platform.

Instructions on how to add a resource pack to a server can be found here.
The resource pack forum post (and download) can be found here.

If someone else doesn't add this in the next week, I'll submit a pull request with the feature added when I have more free time.

Villagers Cannot Breed

I have tried to breed my villagers multiple times, and after we moved from the Realm to the Server it just stopped working. I have done some research, and it seems to be a bug with Spigot servers. [https://hub.spigotmc.org/jira/browse/SPIGOT-5570]
To confirm I was right, I went to a testing world, made a small house, spawned two villagers and gave them some bread. After a few seconds, they started breeding. In the server, I did the exact same thing, though no breeding occured.
While villager breeding is not the most important feature in the game, I would say it is a pretty big one. Not being able to breed villagers limits the use of them quite a bit.
