PostgreSQL should be used for controlling the server:

• Users accounts;
• Conversations list;
• Issued cookies list.

There is no need in JsonCodecs trait. Move JSON encoders to companion objects of messages.

Update project to latest Tapir 0.14 and see what is broken

So there is an issue when you run tests - it also tries to init Postgres DB. It happens because of objects in which this initialization happens. Initialization must be rewritten to bypass this. For example - everything that is needed must be initialized inside run method of Messenger class.
