Implement enough commands that built-in command parsing can be disabled entirely

I want to take built-in command parsing out of the engine and have full control over all mortal user commands. There are certain commands I'd have to reimplement in MUF to make this feasible.

Wizard commands won't need to be implemented, because I plan to keep the !override option to allow wizards to continue using built-in commands if they explicitly request them.

Name color highlighting does not preserve capitalization

I need to write a 'color overlay' routine, where you can take the color codes from one string and the text from another string and mush them together.
