Add docker image build with miniconda
The init/setup utils should also work in a docker build using miniconda3, allowing any dependencies to be installed into the base environment so all the packages are available to all users.
Downgrade use of pyenv
Avoid use of pyenv with a conda project; for details see
Use pyenv as a last resort. Consider using ENV flags for options, but default to pyenv as a last resort.
Update CONTRIBUTING
The guidance in CONTRIBUTING is out of date. When the docker build features are added, the make targets will get more complex, so update it after that.
