We need a reproducible environment on each of the Jenkins agents

Our CMake plugin builds a bash script that handles configuration and compilation, and runs it using a Jenkins sh step.

In recent versions of Jenkins sh steps cannot be run on Windows using Cygwin sshd because of a regression JENKINS-41225 introduced by JENKINS-40734. It appears that an official fix will have to wait for JENKINS-42875.

We should be able to work around this problem by using a powershell step to run the bash script in the MingW32 environment.

The idea is to put the script into a multi-line Powershell variable, using @"—"@ quotes, wrap it in a call to "C:\msys32\usr\bin\bash.exe -l, and to run the complete script using invoke-expression:
