In GridMap, if you hold the CTRL button and click on a cell, the Mesh Library will select the matching item for the current "brush". To reach feature parity, I'd like to support picking existing scenes from the 3D Viewport that are already assigned to the active SceneMap.

Similar to GridMap, it should be possible to select a region of the SceneMap and do the following operations.

1. Clear all assigned items.
2. Fill the area with the selected palette item.
3. Copy or Cut the selection.
4. Paste the selection somewhere else.

Questions to answer:

1. What should the UI look like to setup when a tile is chosen based on filled in neighbors?
2. Should tiles be chosen based on neighbors in the same set, or any neighbor that is filled in?
3. Support randomly picking tiles with matching neighbor masks?

Could you add support for individual cell rotation like in GridMap? I can sort of work around this by editing the children's transforms manually, but they all get reset any time I add a new item to the scene palette.

Can we have this but in 2d?

Instead of needing to create multiple SceneMap instances to place items in the same cell, support multiple layers that can have their own cell size and fill in the same physical space. This can be useful for painting detail items after the overall world has been laid out, or painting tile sets with different cell sizes.
