If I run:
./wu_locate.py test/wu_config.cfg --latitude 37.7507812 --longitude -78.6566785 -u MYAPIKEY
It returns nothing, forming the URI: http://api.wunderground.com/api/MYAPIKEY/geolookup/q/-78.6566785,37.7507812.json

But instead, the URI should be: http://api.wunderground.com/api/MYAPIKEY/geolookup/q/37.7507812,-78.6566785.json

So, I modified the code a bit. When I learn how to do a pull request I shall, but for now the attached is a 'git diff'
