The gh action workflow, should check to see if there's any changes with-in the docker context from a previous commit and if so re-build and push the image, if not there has been now changes and simply skip as this is wasting computing un-neccesarily

For some reason when building multi-arch R docker images, the install.packages command fails when being ran on the image build where the target architecture is one that is being emulated via QEMU. It happens irrespective of the direction e.g. it fails or amd64 emulating arm64 and vice-versa. For now if multi-arch build fails, build is done only for the native arch of github runner (namely amd64)
