thank you also for making a minimal config.
I was able to fork it, and update the Android image used to the latest @ android:2022.06.2.
This appears to solve the case for this example at least:
fork's diff: aengelberg/circleci-test@android-repro...kelvintaywl-cci:android-orb-test:android-repro
