"serial://PORT" URI not working on Windows

The README indicates we should use serial://PORT, which should work great on Linux. On Windows, we should use serial:/PORT (one / only). Maybe it would be good to update the README, to avoid users to complain like me :-)

Null Pointer exception trying to get the configuration

Hi, I get this null pointer exception when launching the system:

java.io.FileNotFoundException: config/manufacturer_specific.xml (No such file or directory)

Could you document a bit about this file and/or protect against this null pointer ?
