Implement `@inline` (JSDoc) approach for aggressive inlining

I was thinking about a cleaner approach for aggressive inlining...
Here is what I think would be better than what we have right now (__inline):

/** @inline */
function InlineExample(name: string) {
    print(`Hello ${name}`);
}
InlineExample("World");

⬇ output Lua ⬇

do
    local name = "World"
    print("Hello " .. name)
end
