The crate should support to read/write multiple version of cdevents'spec (and version of message).

• the different version should be supported simultaneously (a reader should be backward compatible)
• the different version could be behind feature flag, if a consumer want to only work with one or few specific versions, by default all version are enabled

Add a CI job that runs unit tests using GitHub actions

@afrittoli could you Allow the following github actions to ease the ci & release flow:

• MarcoIeni/release-plz-action (it's a composite action of the following actions, so maybe they should allowed also):
  • MarcoIeni/git-config
  • jaxxstorm/action-install-gh-release
• jdx/mise-action

Current workaround: generator is explicitly excluded in Makefile's call

• basic README
