Rewrite in Hikari

Done as part of the switchover to Hikari.

Message author does not display properly on mobile

It appears as @invalid-user, then randomly fixes itself. Moderators should always be able to see who sent the message.

Bot doesn't catch <@#####> mentions

Discussed in detail in the Dev Discord, basically Modmail fails to catch any mentions that were derived from doing <@#############> which defeats the purpose of that addition in that code so we need to re-write and add to that part so it can catch them and search for those users so it works correctly

Allow mods to @mention the bot when referring to it

Currently it deletes any message with a ping and sends an instructional DM to try and maximise the chances of the bot being used correctly, but mods don't need it deleted really. It will make it easier to reference.

Help does not work if the user cannot receive DMs

The system for sending the "help" message does not function if the user cannot receive DMs due to a programming error.

Making an easier way to link straight into DM Channels

It's a bit difficult to open a DM with someone who has sent in a ModMail so Max raised the idea of adding a DM link in the Modmail message to make it easier to DM the person

Add /shutdown and /source commands
