Conversion factor from gallons to CCF should be 1/748 not 1/178

Everything works now. Some bugs may be present particularly when selecting a parameter and its values then deselecting the parameter, should be an easy fix. Also the budget structure is very basic and needs some updates to encompass more budget structures.

Not urgent though in future iterations would be nice to specify (optionally) the name and contact information of the person providing the OWRS file so can follow up with them if need be and track down source.

Particularly useful if not linked to the SurveyMonkey where we were collecting that information.

The final owrs template includes some javascript tags for the fire service category.

Currently the survey is setup to provide a new pull requests and operates on the implicit assumption that the data provided is new. Utilities may like to use the survey however to correct errors in existing OWRS files. It'd be great if that functionality was enabled.

No rush though just wanted to flag as an idea for consideration.

I need to add the commodity charge, parse the resulting information to JSON and then convert that to YAML still. Should be done soon :)

There have been a number of OWRS files submitted (including from utility staff) that have meter service charges as capacity charges. It'd be good to clarify that a meter service charge is included in every bill and a capacity charge is a one-time fee for new connections.

Would be good to include as part of a broader update to clean up the survey language and refine for an ongoing tool. Still has the old Cal-Nevada language for example. CC @christophertull @vincent-hebble

Marin water had the following issue when completing the survey:

Marin does have a firewall and this issue was mitigated by switching to google chrome. The user completing the survey was previously using the following version of IE

It would be really helpful if the survey could enable users to input the Prop 218 link for the rates. That would go in the metadata at the top of the file.
