Add a feature to "lasso" multiple census blocks and have the time series display an aggregate for that entire "lasso-ed" area. H/T IRWD staff.

Feature to export census block level data for selected area and also potentially by polygon "lasso-ed" area outlined in issue #1. CaDC staff can share customer level data such as the top over-users in specific requested census blocks.

@dmarulli defer to you on ability to incorporate into the UI in a clean manner though conceptually this comment seems like a good idea: ""We are having problems with underwatering too …leading to tree mortality and blight. Perhaps a color code of blue for areas that are 15 percent under the target ""

The efficiency explorer tool can refresh slowly for large suppliers. It would be good to improve the computational speed.
