Unfortunately the Govee API doesn't support exposing scenes from the Govee app to Homebridge. I keep an eye on the most up-to-date version of the API in case anything changes!
If and for the day that it becomes available, I've been thinking about these could actually be implemented in the Home app. The Home app is limited to definite accessory types (switches, lights, fans, etc) and I can't think of an 'elegant' way of displaying a list of scenes to choose from. It would most likely be one switch per scene, which would make the Home app look very cluttered. So on this I am at a bit of a loss!

Hi Ben, thank you for the prompt response I suspected as much having just watched a video on Youtube explaining the same thing. The only option I have seen so far for actually getting these scenes into the Home app is by using third party apps such as eve app. Thanks again!

Greetings. I do see these scenes in the Alexa app. I wonder if Amazon has
deeper acces to these devicess via another private API or are they
manually controlling the lights via the same API with scripting to set
state of color, brightness, etc.

I have sent an email to Govee asking about scenes through the API and they have replied saying whilst they don't have a plan to expose scenes through the API they will take it into consideration.

Hi Ben,
Unsure whether this would be any help but I noticed the Tuya plug-in has the ability to expose scenes.
