Out of Memory situation is not handled correctly about os HOT 3 CLOSED

Reopening this one as it looks to be much harder issue than I though originally.

Systemd based Linux distros will end up to solving it by having out-of-memory daemon which watches kswapd0 behavior and start killing processes before system stops responding: https://www.phoronix.com/scan.php?page=news_item&px=systemd-oomd-2021

As on BurmillaOS we use custom init process we need alternative solution which why I'm currently investigating if https://github.com/hakavlad/le9-patch would be rights solution for us.

le9-patch looks to be wrong way. https://github.com/rfjakob/earlyoom as alternative os-service probably would be best options but I have had time to do enough testing with it.
