Make the `bin/open-theme-partial` script work in applications that include this gem.

Looking at the way Rails does this with scripts like bin/webpack-dev-server, I'm guessing we'll have to create a script in the core Bullet Train repository that looks something like this, and extract the code in this bin file into a class or module in the gem?
