Touch isn't really the same action as hover. In touch they've already indicated their intent by tapping on an item. The new Galaxy 4 has a new hover event, but that isn't standard in any other devices.

hoverIntent is a single-purpose, low-level, utility plugin that does not make assumptions about implementation, aside from the developer's desire to use cursor velocity to infer intent.
hoverIntent does not prevent developers or plugin authors from implementing click/touch events on the same elements. It seems perfectly reasonable for a menu plugin to accommodate click/touch events.
