As the name suggests, this is a parser for mysql option files.
.cnf files are almost like .ini files, except they support including external files.

Right now the ::parse() function returns null when it fails to load any files or read data.
Perhaps we should simply pass back an empty array, and throw exceptions in cases where the files aren't able to be read?
