Make a similar to https://github.com/ethereum/solc-bin/blob/gh-pages/linux-amd64/list.json with our compilers list (including nightly)

Currently we use ubuntu:latest to build the compilers. That results in compilers could not run on the 20.04 ubuntu version.

• Update the workflow to use ubuntu:20.04 for the compiler build instead
• Build from scratch compilers that used ubuntu:22.04 in their previous build process

We don't need SMT checkers, but right now compilers were compiled with it

Solidity compilers we are building have the name of the format: 0.8.23+commit.f704f362.mod.Linux.g++ instead of 0.8.23+commit.f704f362.Linux.g++ with .mod suffix. As a result such suffix is added into metadata compiler version: {"version":"0.8.7+commit.e28d00a7.mod"} which changes the metadata hash of contracts compiled.

We need to fix the build script and recompile all compiler versions
