May use html table to format outlook of the list

As is said in the title, and this function is for the reviewing history page

After users click 'update', since the status of the library is no longer pending, they won't see the library in the list any more, yet there's not a way to know whether its status and comments have been correctly set in the database.
So as a user, I will want to see this information from the website.

Prevent users from submitting the form or refreshing the page if either field is empty

Show links on the page that refers to files on the disk.
Click on the link will open a new tab displaying contents.

Split the big component (tentative):
one for the library list, one for each library in the list, one for the form field of each library
Not sure whether it's necessary to have a component for each in the list

1. Users should not be able to change the existing comments.
2. New comments should be appended to old ones
3. 'Manual Review' word should be automatically added before each users' comment
4. There can be multiple user comments but only one 'Manual review'

whether it's necessary to use onDestroy to unsubscribe services

Problem: data stored in local service lost when web page is refreshed.
(not sure if it's just an Angular 2 thing or if it's related to cookies)

Alerts in out context are numbers.
Users will want to choose one or more alerts from a drop down list.
Users will want to see meanings of those numbers as well, but only numbers will be submitted to the database on selection.
There is already an alerts(number) and explanations correspondence look up text file that we can refer to.
