CIP-1 How to manage platform updates?

We are currently building base images with packer. Cloud init is used to configure both control plane and worker plane instances. Control plane instances also require a bootstrap phase that further configures the server components.

About updates:

for worker plane instances, is just a matter of spinning a new instance with the updated base image
for control plane instances, this is not enough, because we will be missing the configurations added in the bootstrap phase

We need to plan a strategy for upgrading control plane resources

caravan-init implementation

a Go app that initializes an environment by:

cloning all repos in a chosen dir
asks for the desired cloud provider
asks basic infos for running the needed project-setup.sh - this should be retrieved directly from the project-setup.sh somehow, with no code changes per cloud provider
brings the user with one remaining step to run: terraform apply

Create module repos

caravan-infra-onprem (which will have no infra to setup but just expect a list of IPs which will be used to bootstrap the cluster)
caravan-infra-vmware (which will go public sometime in the future)
caravan-admin-vmware (which will bootstrap a vmware cluster in equinix metal and output the needed inputs for caravan-infra-vmware, private)
