So this setting is not a default option added in by WordPress itself. This option requires that fonts be explicitly set in the theme by the theme author, otherwise it doesn't appear.
I've gone ahead and added in some very basic/generic fonts to choose from. Beyond that, you would need to set your own custom fonts.
To add custom CSS in a block theme, go to:
Appearance > Editor > Styles > Additional CSS
In more detail (cause it's a little confusing):
Appearance > Editor > Click anywhere on the canvas > Select "Styles" (little half white/black circle) > Click on "..." > Additional CSS

Just to make it clear: I can change font when editing a page no problem, what I am trying to do is change the default theme font so that I don't have to manually set it on every post.

I see. Block Builder is meant to be a blank slate so there is no default font set, which might be the problem. Let me take a look and see what the best solution is...
