Handle actions when game is not in progress

Basically better message handling when for certain states.

Add a `show table` type of command

Current status will show the current winner, current player, and current rule but there isn't any way to show all of the player's current palettes. This should be able to be done from within a dm or in the table channel.

Auto join table when joining a channel with the bot in it

Eliminate the need for the manual join command. Auto join when in a channel with the red 7 bot.

Better Hand / Palette Formatting

Right now each card is an individual attachment on a message with a color attribute. There are a couple issues with this:

Colors are hard to see
Can't really display an index to play
Looks like 💩
It takes up a lot of vertical space when posting

I'm thinking it would be pretty easy to post a svg that could be dynamically generated. Since its an image, you'd be able to click on it in slack to be able to read the rules, otherwise in mini form just the number and color need to be recognizable.
