balisrc.toml support build constraints

We need to add the build constraints feature, so that the build of the executable file needs to rely on certain compilation constraints. In order to be consistent with golang, we support the build field in balisrc.toml, the string of this field and the +build tag in the source code The format is the same.

eg:

build="windows,linux,!darwin"
