The goal is to summarize comments users have made regarding the limitations of Dub, things that package managers/build systems for other languages offer that Dub does not, and proposed solutions.

Unfortunately the mailing list is not helpful at all. It's just a bunch of random posts on random topics, with little useful information. The posts are not much deeper than "Dub doesn't work".

@wilzbach do you have suggestions for proceeding? I can't turn this into a DIP unless I have real comments/complaints/solutions from users.
