We have enabled Azure Virtual Machine Scale Set automatic OS image upgrades on the vmss-image-upgrade branch for linux/vmss lab.

However, we'll need to add Using Application Health extension with Virtual Machine Scale Sets to the Bicep, as we currently receive the following error on deployment.

I plan to add a probe for TCP on port 22 (SSH).

Minimal steps to reproduce

Use the deploy to Azure button to deploy the tailscale-private scenario.
The home directory for the azureuser user will be owned by root, which blocks connecting with VS Code Remote SSH.

The user directory should be chown'd to the user (as the bicep template has been updated to do)
