Unfortunately, it's a known issue that the FIPS build doesn't work when trying to produce a static library with an Arm architecture target.

This was fixed on mainline in #744. We will work on fixing the work in progress FIPS branches shortly. In the meantime can you test this with the mainline branch to ensure the delocate fixes covers your compiler/os combination.

Hi! Good news is we've recently updated the fips-2022-11-02 branch for static FIPS support on ARM Linux platforms for gcc (8a4e334). This should resolve the build failures you're having.
I'll be marking this as resolved for now, feel free to let us know if there are any new issues that arise.
