use puppet4 data type

Each value in the Puppet 4 language has a data type, like “string.”

does not work on ubuntu xenial

Hi.

The commit c604c9c does not work on ubuntu xenial due to a bug :
https://bugs.launchpad.net/ubuntu/+source/tzdata/+bug/1554806

A possible work around is :

      exec {'workaround_ubuntubug_1554806':
        command     => '/bin/rm -f /etc/localtime',
        subscribe   => File['/etc/timezone'],
        require     => File['/etc/timezone'],
        refreshonly => true,
      }
      ->
      exec { 'reconfigure-tzdata':
        command     => '/usr/sbin/dpkg-reconfigure -f noninteractive tzdata',
        subscribe   => File['/etc/timezone'],
        require     => File['/etc/timezone'],
        refreshonly => true,
      }

drop puppet 3 support
support only last 2 LTS version for debian, ubuntu, centos
implement basic test suite for os matrix
100% resource coverage in puppet-rspec
