Searching on DOAJ and checking the most common publishers I see that:

• MDPI requires a formatted manuscript or a latex file with their template https://www.mdpi.com/authors/latex , which is very standard and included in Overleaf, so that it seem to require minimal changes if any to a manuscript written in latex;
• Frontiers similarly states "If you wish to submit your article as LaTeX, we recommend our Frontiers LaTeX templates. These templates are meant as a guide, you are of course welcome to use any style or formatting and Frontiers journal style will be applied during typesetting", which seems to be about as lenient as possible;
• Hindawi in an example journal says "optional research article manuscript template";
• Pensoft's Neobiota and Subtbiol are not very clear, they seem to assume formatting is required but also state «Please note that this new fine-grained formatting is NOT COMPULSORY and is introduced for testing for an undefined period, during which we hope to receive your feedback. Nonetheless, it is recommended to follow the guidelines to ensure accurate conversion of your records to XML and consequent indexing in GBIF, Plazi, and other important resources»;
