Add command /deleteAllInactive that removes all inactive alerts

Steps to reproduce:

1. Send message "10:00 25:"
2. Bot sends message back with incorrect "notification in 1 days 33 hours"
3. Expected "1 days 9 hours"

Show alerts that were not run because of bot was off

Steps to reproduce:

1. Send message "15:53"
2. Bot sends message back with incorrect "notification in 1 minutes"
3. Expected "1 minute"

1. Send message to the bot "23:00 16:08/1:2018 please, fix this bug!"
2. Bot replies "⚠️ error: Unit must not have an estimated duration"

Steps to reproduce:

1. Send message "10:00 28:10:2018"
2. Bot sends message back with incorrect "notification in 1 years 1 days"
3. Expected "notification in 1 year 1 day"

Add /restart command to restart current bot application.

Add custom remind time input for alert

Steps to reproduce:

1. Send message "11:27 27:10:2017"
2. The bot does not reply
3. Expected error message about wrong date

Extend alert-time format with defining realert-period after sign slash ("/") after needful time-part.

Examples:
10:00/2 This is alert message!
Will show alert at 10:00 and repeat it every 2 minutes (10:02, 10:04, etc)

10:05 23/1:04:2017 Rocket launch soon!
After alert at 10:05 2017 April 23 show alert every day

Constraint: Period can be defined only for one time-part.

Effect: If alert is in active state due to "period", alert must have command (button) to deactivate such state.
