Fix View Control Modifiers on Windows & Linux about artofillusion HOT 3 CLOSED

It might be good to centralize the logic for deciding what to treat as alt and meta. For example, we could create isMeta(event) and isAlt(event) methods in UIUtilities. Then we could just switch all current calls to isMetaDown() and isAltDown() to call those instead.

Good idea.

The updated checks are likely to be a convoluted mess of boolean and bitwise logical operations, so centralizing in one place should make it easier to debug and maintain.

This is taking a little longer than I thought. I've got parts of it finished, but the changes made in the view controls are a little touchier than I anticipated.
