My initial review scribbles are below, based on the document sent on Dec. 21.
I assume there have been some more fleshed out chapters since then, so I'll hold off on strucutral comments until I see those changes.

Round 2 edits

Looking good. Scribbles attached here. My main hope for the next draft is that the following things be introduced as clearly as possible, distinguishing them from one another with no ambiguity, ideally in the first few pages:

past similar work done by others
past work done by you
future work proposed (to be done by you in your dissertation)

The details of each can/should be left to the later sections, where you have already done some elaboration. Of course I know you're probably also still working on the concluding chapter. I look forward to seeing that.

This issue can be closed when the scribbles have been dealt with, the proposed work is introduced succinctly in the first few pages, and a conclusion chapter has been fleshed out.

build errors

I currently get build errors regarding images identified with no filename, which is fine because pdflatex can handle that. If you require that folks use pdflatex, you should add a makefile that requires it.

Also, I generally recommend \bibliography{refs} rather than \bibliography{refs.bib} because bibtex expands it to refs.bib.bib and it confuses things.
