Change index handlers to schemes

Rename the index handlers too schemes. This would better follow standards followed in other structures around the web. A reference can be drawn from https://en.wikipedia.org/wiki/Uniform_Resource_Identifier#URLs_and_URNs

Non Python files break extension loading

When a non python file is included in the extensions directory within a package, the extensions manager tries to load the file as a module.

Non python files should be ignored.

Change package handlers to Schemes

Package URIs should be processed by specific schemes. Refer to https://en.wikipedia.org/wiki/Uniform_Resource_Identifier#URLs_and_URNs as an example.

Dynamic index scheme handler selection

Add the ability to switch between index scheme handlers depending on the type of URI provided. Current support exists for file:// (or just a local / path) and http(s)://

Change path naming to be more concise

Throughout the packaging system, the path variable is used to represent the package path in different states. This can cause issues when trying to trace down any issues encountered.

Al internal representations should be renamed.
