This mod is very lightweight and changes \legitimacy_levels\00_legitimacy_levels.txt and overwrites the single central_archives technology.

Figure out what to do with the building

Since decrees cost can't be decreased on a per-state basis, the building is kinda useless now.
Needs something new to do. Perhaps be a kind of "Capital building" that's doing various other things.
