Crash occurs in latest dev build

This is an unsigned underflow situation that can occur when dumping an empty command history. It isn't a problem from the (lldb) prompt since there's always at least one command in the history: "command history." It only occurs under the REPL because REPL commands aren't considered part of the LLDB command history. Whether that's desirable or not is certainly arguable, but CommandHistory::Dump should be bulletproofed against this case regardless.
Since this change isn't Swift-specific it will come in via the upstream llvm.org repository.

The change should make it into master by early next week.
