We can add extra steps in our build pipeline to add the submodules and building boost. Allows us to add and configure external targets more easily. Makes things much easier for compatibility sake

Make sure compilation works on windows and add OS to matrix tests.

The OpenCV install seems to be building a lot of unnecessary libraries and binaries. Try configuring OpenCV to build only what is necessary for the project to speed up build.

Use CMake to install program onto system folders and test from there, rather than setting environment variables.

So we don't need to reinvent the wheel when it comes to compatibility with Windows.
