What is in that directory? I am not following exactly how you have installed the plugin.
If you are not using something like pathogen
to manage your plugins, I suggest you add the coveragepy.vim
file into the ~/.vim/ftplugin/python/
directory.

Yup, that's what I'm doing:
find ~/.vim/ftplugin
/home/prod/.vim/ftplugin
/home/prod/.vim/ftplugin/python
/home/prod/.vim/ftplugin/python/pep8.vim
/home/prod/.vim/ftplugin/python/coveragepy.vim
When I open vim:
vim /tmp/foo.py
and type C and tab Coveragepy doesn't show up.

Do you have these settings enabled in your .vimrc
?
