It is parametric and you can edit the parameters at the top of the provided Stylus file.

#How does it work?

The loading background image is divided into two tags. The loading bar has some engaging animation to simulate the feeling of progress. Once the page is loaded, simply add a 'hide' class and at the end of the transition remove the '.loading' tag. See index.html for a simple script that does that.
