Implement a watcher that watches for file changes specified by inclusion/exclusion of files, directories or extensions and buffers those changes in a queue for a duration specified by a delay parameter.

The Watcher calls reload and sync and subscribes to changes for reload respectively.
It exposes the following API:

func NewWatch(Configuration configuration) Watch
func run()

The reload package should provide functionality to build, run or kill an application.

Let's get the test coverage to 90%.
