The answer to my question comes in the form of a graph that can be found in the graficos.jpg file (in Spanish), and it boils down to: a) yes, the original graph is extremely misleading, and b) a more honest version of the graph doesn't necessarily refute the original claim, but it does leave much more room for debate.
