Install assumes $GOROOT/bin instead of using $GOBIN

SCons go installs scons-go-helper into $GOBIN along with all the other executables created in a Go install. Go SCons installs to $GOROOT/bin which is a problem in a context where a single Go tree is shared by many machines of different architectures. Go SCons should install goscons-helper to $GOBIN.

Can not working for me
