The transaction ID can be retrieved by $response->authorization() method, for all gateways.
The warning you get is cause your transaction was SuccessWithWarning. See ACK from your dump file. That 's why you also get a success transaction. Paypal accepted your transaction.
The warning is for address verification, where you entered an invalid state. If you want to pass the address verification you must enter a valid state.
