I read the readme file, but I don't understand what is meant by going Top-Down vs Bottom-Up in this specific context. I am interested in hands-on experience from the beginning, delving into maths where necessary. Where should I start?

I would suggest you put the Khan Academy for math learning on the list. It gives the possibility to study the basics of calculus, statistics/probability, and linear algebra very conveniently, which is a good start before the more complicated sources.
