Dynamically create swap markets

This is an idea for allowing users to create new atomic swap markets at will without requiring any code changes.
On the off-chain side, this entails having a struct with the details of the asset (web3 websocket URL, chain id, asset id, etc.) as well as a pointer to the function that handles the web3 interface of that type (i.e. Ethereum-type, Solana-type, Polkadot-type, Bitcoin-type etc).
On the on-chain side, this requires deployment of new contracts before the markets can be used. I'm not sure what the granularity of the contracts needs to be - one per chain, one per pair of chain-types, or even down to the asset level. @ethernomad, can you comment on this?
As a start, I suggest refactoring the off-chain side of things to this new format, as already there is code duplication between the Ethereum and Arbitrum listeners that can be avoided by using parameterized listeners.
