rpc PutHandler (stream Request) returns (Response);

try to use Raft algorithm. If it's too difficult, use Floodmax

There are 3 states for a node (server): Follower, Candidate, Leader.
Node needs a random timeout
A Node starts in Follower state.
Followers will listen to Leader's heartbeat. If a follower doesn't receive a heartbeat from the Leader, it will become Candidate.
Candidate will send out voting requests to ask other nodes to vote for it. It will vote for itself. Each node can only vote once.
If a Node gets more than 50% of the vote, it will become Leader.
The Leader will send out heartbeats to all its followers.

The job of the Leader is to make sure data are consistent across different nodes.
