Background

To continue to successfully achieve Search.gov’s mission, Search.gov requires the support of a qualified Contractor, who uses the twelve principles established by the Agile Manifesto. The contractor will be required to provide a team of search developers and system administration professionals and maintain the current environment and development and deployment of new features.

What we're hoping to end up with

Additional information is provided in the Performance Work Statement of the RFQ, but in short:

The vendor must:

  • Provide search results for agencies, by maintaining and developing the core components, meeting or exceeding industry standards for network latency and uptime.
  • Introduce new features and functions to respond to evolving public expectations for search, and evolving system requirements.
  • Manage the system infrastructure.
  • Provide support for customers and the program management office.

How to respond

Additional information is provided in the Instructions section of the RFQ, but in short:

Quotation must be received electronically via the RFQ Technical Response Form and the RFQ Pricing Response Form, by the official closing date and time identified above. A late quotation will not be considered for award.

    • Contract Number - What is the current contract number and contract value?
    • Evaluation process - Will the price (phase 3) be reviewed after oral interviews (phase 2)?
    • Technical Approach - Does the 10 page limit exclude cover page and table of contents?
    • Response Form - The "GSA TTS Search.gov Development Support RFQ Response Form" seems to have an issue. It isn't recognizing our DUNS #. We believe there is an issue in the validation for this screen. Although we're entering a 9 digit number it still says "Must be a number equal to 9". Here is the screenshot demonstrating the issue
    • Key Personnel - Is it up to the industry to come up with the number of key personnel? Will the number of key personnel be a factor in evaluation?
    • Similar Experience - The second last bullet point has text "or an anonymized fork of a repository with Personally Identifiable Information/sensitive information is strongly encouraged" Is this a typo...should it read without Personally Identifiable?
    • Similar Experience - We believe the sentence "[..] is strongly encouraged over screenshots of private repositories" unduly restricts vendors doing work for clients that don't want their source code posted openly because of intellectual property concerns and unduly favors vendors doing work on the open source. We request the government to remove this wording from the evaluation process. Since Oral presentations are part of the evaluation process, government can request to view the vendors private repositories over a screen share session as part of the oral evaluation.
    • Similar Experience - Will two projects similar in scope suffice or are 3 projects required at a minimum?

General feedback to 18F on posting RFIs as Google Forms

Question/Comment

When posting an RFI as a Google Form, it would be helpful if 18F could also provide a complete list of questions. When posted as a Google Form, it's not immediately obvious that there are follow up pages of questions, or what happens when partially completing the form. It would be helpful to be able to see all the questions up front, be able to compose responses to each of the questions, and then submit via the Google Form all at once.

This applies to all 18F Google Form-based RFIs.

  1. GENERAL QUESTION: Is there a size standard or set aside requirement for any teaming partners or subcontractors that would be working on this project?

  2. Factor 4: Price: For the pricing template, do all of the GSA Schedule SINs have to be from the 8(a) Prime contractor, or can we also submit SINs from a teaming partner/subcontractor's GSA schedule?

  3. RFQ Response Form - Pricing Based on the description of the RFQ Pricing Form template, it seems that this is an excel document. Does the Government expect to receive a cost volume narrative additionally, or will the Offeror only be expected to complete the provided RFQ Pricing Form template?

  4. RFQ Response Form - Pricing If the Government would like an accompanying Cost Volume narrative, are there any page limitations on this document?
